A bill is introduced in either house of Parliament. It goes through committee review, debate, and voting. Both houses must pass it. The President gives assent. Only then does it become law. Most bills never complete the journey. The process is slow by design. Speed and law-making do not mix well.
- Money bills can only be introduced in the Lok Sabha. The Rajya Sabha can suggest changes but cannot reject them.
- After a bill is introduced, it is often sent to a Standing Committee, which examines it in detail and invites expert opinions.
