A cyclone struck Odisha in 1999 and killed close to ten thousand people. A comparable cyclone struck the same coast in 2013 and killed fewer than fifty. The storms were similar. What changed was forecasting, a warning that actually reached villages, shelters built in advance, and a rehearsed evacuation of about ten lakh people.
- A warning only works if it arrives early, names the specific place, and says what to do. A vague alert produces nothing except anxiety.
- Find out now where the nearest cyclone or flood shelter is and how your area gets alerted. The time to learn that is not during the alert.
